$74,210.24 – $101,452.00 Annually

POSITION DESCRIPTION:

Facilitate inclusion of urban greening and green infrastructure into City-wide and regional transportation projects; manage and participate in the analysis, preparation, development and implementation of green infrastructure in association with transportation projects, plans, programs, and systems.

JOB DUTIES AND RESPONSIBILITIES:

  1. Lead the work plan for functional green infrastructure and public realm greening.
  2. Provide coordination, planning, design development and process oversight for functional green infrastructure and public realm greening for capital projects.
  3. Proactively shape and manage the City’s vision, policies and practices related to functional green infrastructure and public realm greening.
  4. Prepare reports; make presentations and recommendations to the Department Leadership and City Council for their approval/disapproval.
  5. Coordinate with Met Council, Watershed Management Organizations, other divisions within Public Works and other City Departments to facilitate the inclusion of green infrastructure in capital improvement projects where appropriate.
  6. Serve on or lead various planning or design teams working on the development of capital improvement projects.
  7. Coordinate urban design workshops around areas of city priority or opportunity.
  8. Proactively shape, represent and manage City interests with regard to achieving high quality urbanism on identified priority opportunity sites and initiatives.
  9. Represent the City on outside boards and commissions.
  10. Evaluate capital improvement proposals affecting the City of Minneapolis’ public realm, urban design quality, and long-range plan.
  11. Recommend actions in development reviews.
  12. Facilitate communication between City and its partners and stakeholders.
  13. Review, comment, and actively provide guidance on street reconstruction design plans.
  14. Research and advise on capital and maintenance funding sources and partnerships, pursue where appropriate.
  15. Clearly articulate the City’s vision for green infrastructure and public realm greening, how data is gathered and used in decision making, how funding is allocated, and the rationale for when and where functional green infrastructure or public realm greening are planned, and what requirements come along with implementation of the infrastructure.
  16. Assist with tracking and monitoring privately owned and maintained BMPs and provide support to external partners (look at St. Paul as a model).
  17. Prepare and present annual reports to track the implementation of City greening, BMP, other storm water initiatives and/or projects.
  18. Build and maintain positive relationships with all watershed management organizations within Minneapolis or that interact with Minneapolis.
  19. Identify inter-divisional project coordination opportunities to align asset management and storm water management/flooding priorities.
  20. Building upon the Downtown Public Realm Framework to develop a Citywide Public Ream Framework and Guidelines (Toolkit).
  21. Identify framework for localized greening sponsorships opportunities (adopt a median; adopt a planter, planter PBW, planted traffic circles, etc.).
  22. Assist with community and stakeholder outreach in project development for capital improvement projects including graphical layouts, presentations, and renderings.

 

REQUIRED QUALIFICATIONS:

MINIMUM EDUCATION
Bachelor’s Degree in Planning, Urban Design, Architecture, Landscape Architecture, Engineering, Environmental Sciences, or related field or equivalent

MINIMUM EXPERIENCE
Five years of professional experience in engineering, transportation planning, landscape architecture, urban design, environmental sciences, or a related field which has included exposure to the practices and procedures of the phases of urban design projects, transportation, storm water management and design, public realm design, and experience within a regulatory framework

LICENSES/CERTIFICATIONS
N/A

KNOWLEDGE, SKILLS AND ABILITIES:

  1. Well versed in innovative storm water management
  2. Functional experience in designing storm water BMPs
  3. Ability to coordinate with maintenance staff and understand maintenance responsibilities
  4. Background in soil science, botany, and urban forestry
  5. Strong technical and graphic skills on standard design, planning, and presentation software platforms, for example ArcGIS, AutoCAD, Sketch Up, Rhino, the Adobe Suite, and Microsoft Office Suite
  6. Experience designing and implementing projects in an urban setting with multi-disciplinary teams
  7. Good negotiator and problem solver, with experience in a fast-paced work environment
  8. Experience integrating urban design within a regulatory framework
  9. Strong oral, written, and graphic communication skills
  10. Strong awareness of and experience with implementation-based strategies and methods
  11. Ability to collect, compile, analyze, and evaluate a complex set of inputs and present the findings and conclusions clearly and effectively
  12. Ability to work in a collaborative, team-based environment
  13. Experience with grant applications, management, reporting, evaluation and/or administration
  14. Ability to work across divisions, prioritize time efficiently, work independently and manage competing priorities
  15. Provide coordination, planning, design development and process oversight for functional green infrastructure and public realm greening for capital projects
  16. Strong awareness of and experience with implementation-based strategies and methods
  17. Supervisory experience desirable
  18. Ability to collect, compile, analyze and evaluate a complex set of inputs and present the findings and conclusions clearly and effectively
